Next steps for Transform Leatherhead's key redevelopment projects

This month, proposals for the next steps for two of Transform Leatherhead's key projects will be considered at Mole Valley District Council's Scrutiny and Cabinet meetings. Firstly to agree the proposed development partner for the redevelopment of Claire House and James House and secondly to agree to find a joint venture partner for the redevelopment of the Swan Centre and Bull Hill.

Since obtaining outline planning consent in June 2019 the Transform Leatherhead team has completed the marketing process and is recommending a development partner for the redevelopment of Claire House and James House. The team is also recommending that Mole Valley should procure a development partner to take up a joint venture agreement for both the Swan Centre and Bull Hill.

Councillor Bridget Kendrick, Cabinet Member for Projects, said "This will be an important month for Transform Leatherhead as we consider the next steps for several of our key projects.

"The Claire House and James House development will bring many public and community benefits to Leatherhead including new public realm improvements, community space, local housing, fresh heritage interpretation and the first phase of the Riverside Park.

"Following approving the Swan Centre Masterplan and given the challenges facing retail today and wider economic uncertainty, it was agreed that soft-market testing and further specialist advice was needed before procuring a development partner. The testing showed that developers would potentially be more interested if the agreement was for both the Swan Centre and Bull Hill together and this option is recommended by the project team. If the decision is made to move forward with this option the benefits include a shortened delivery time and phasing of the developments between the sites to reduce disruption to the town. The Swan Centre Masterplan recommends a potential mix of uses for the redevelopment, introducing a 5 screen cinema, more food and beverage outlets, a potential co-working facility and residential above the mall area. It also proposes the addition of a 70 bed budget hotel, a possible rooftop garden or vineyard and increasing car parking."
