UK Parliamentary General Election

A UK Parliamentary General Election (UKPGE) has been announced and will be held on Thursday 4 July 2024.

Mole Valey District Council will administer Dorking and Horley constituency for this election, and results will be announced on our website, social media channels, and in printed format in our Offices in Pippbrook.

What’s changing this year?

Following a review by the Boundary Commission for England, the ‘Mole Valley’ parliamentary constituency no longer exists. Instead, registered voters in the district will, for the first time, be casting their vote in the newly established ‘Dorking and Horley’ or ‘Epsom and Ewell’ parliamentary constituencies, depending where they live in Mole Valley.

This boundary change only comes into effect during this, and future, General Elections.

Poll Cards have been despatched and include information about voting arrangements. Whichever of the two constituencies voters come under, polling stations remain the same as those used in May’s Mole Valley Local and Surrey PCC elections.

Mole Valley District Council will be administering the election in the Dorking and Horley parliamentary constituency, which includes Horley (Reigate & Banstead) and Ewhurst (Waverley). Epsom & Ewell Borough Council administers the Epsom and Ewell parliamentary constituency.

Emailed Poll Cards

Poll cards will be sent to all registered voters by post and by email (where an email address is held).

The emails will display the sender as Mole Valley District Council – Electoral Services. Click here to see the email address. Please note, this email address does not support replies.

Please note that you do not need your poll card to vote. As long as you are registered to vote, you can go to your polling station and give your details to the staff on duty. They will have a copy of the Electoral Register that they will check before issuing a ballot paper to you.

There were two despatches of postal ballot papers.

  • The first batch was despatched around 17 June 2024 via 1st Class post. This batch consisted of all existing postal voters, as well as those who submitted a valid application by noon, 31 May 2024. The first batch of postal ballot papers to overseas addresses was sent around 13 June 2024.
  • The second batch was despatched around 26 June 2024 via 1st Class post. This batch consisted of everyone who submitted a valid application between noon 31 May 2024, and 5pm, 19 June 2024.

The deadline to apply for a proxy vote in time for the 4 July 2024 General Election, has now expired.

Please be aware that the online service can only be used to apply for proxy voting arrangements for one election only, or for a set time period. It cannot be used to apply for permanent proxy voting arrangements. Please contact us if you require a permanent arrangement.

Additional Information

Postal Vote Packs have now all been despatched from our printers via 1st Class post. If you have not received your postal pack in the post or made a mistake on your ballot paper or your postal voting statement, we can re-issue a replacement at the Council Offices.

If you need a re-issue, please ring the helpline immediately at 01306 879198.

We can only issue a replacement before 5 pm on Thursday 4th July 2024. If you apply after 5 pm Monday 1st July, we strongly recommend you collect your replacement papers from the Council Offices in Dorking. We can also accept completed Postal Vote papers but they must be accompanied by a return form (please see the ‘Handling of Postal Votes’ section).

Postal votes can be delivered by hand to the Council Offices at Pippbrook, but must not be left in letterboxes or on desks.

Changes to the law mean any postal votes not returned via Royal Mail must be accompanied by a return form which can be obtained from the Electoral Services Team, which you will be asked to complete when you deliver your postal vote. We must reject any postal votes which are hand delivered without the form being completed.

You may still have time to return your postal vote through the Royal Mail system. Postal votes must reach the Returning Officer by 10pm on polling day. If you miss the post, you can hand in your postal vote at the council offices during office hours (9am-5pm) to a person authorised to receive postal votes who will give you the form which you must complete.

Reception is open from 9am to 2.30pm (Monday to Friday). Between 2.30pm and 5pm (Monday to Friday), please call the Electoral Services team on 01306 879198.

On polling day, you can hand postal votes in to the Council Offices (9am to 5pm) or at any polling station for the relevant Electoral Area before 10pm on Thursday 4 July 2024. Again, you will be supplied with a return form by a person authorised to receive postal votes. You must complete this form, otherwise your vote will be rejected.

By law, you can only hand in your own postal vote, and those of up to five others.

 

You can apply for a proxy vote for a specific election, or for a set time (i.e. for one year), online.

The deadline to apply for a proxy vote is 5pm, Wednesday 26 June 2024.

If you require a permanent proxy voting arrangement, please contact us to arrange this as you will not be able to apply for this online.

We can send a paper application to you, but please be aware that you will need to allow time for this to be posted to you, then returned to us. You can scan or photograph your application to vote by post to electoral.registration@molevalley.gov.uk We will be able to accept it as long as the image, including the signature, is clear.

Voters, including those acting as a proxy, must present a suitable form of photographic identification to the polling station staff when they collect a ballot paper.

There is a prescribed list of accepted forms of ID which can be viewed on the Electoral Commission’s website.

If you present ID that is not on this list, the polling station staff will inform you that they are unable to accept it and will ask you to present suitable ID. You may be asked to return to the polling station later in the day if you do not have suitable ID with you.

If you do not own a suitable form of ID, you can apply for a free Voter Authority Certificate. This can be used as identification when you attend the polling station. You can apply for a Voter Authority Certificate online via https://www.gov.uk/apply-for-photo-id-voter-authority-certificate

The deadline to apply for a Voter Authority Certificate is 5pm, Wednesday 26 June 2024.
